Pepco aimed to expand adoption of energy efficiency programs across Washington, D.C., by increasing awareness and reducing upfront cost barriers for residents and retail customers. This initiative marked the first time these types of utility-led programs were implemented at scale in the District. Greenscape Energy, serving as prime contractor in partnership with TRC, was engaged to design and implement a scalable, multichannel program aligned with utility requirements and program goals.
Our team led program design and execution, deploying a strategy that combined direct-to-home outreach with major retail distribution through partners like Home Depot and Lowe’s. This included marketing utility rebates in-store and distributing no-cost energy efficiency kits to single-family homes across the District. The program successfully expanded access to energy-efficient upgrades and education for thousands of residents, increasing participation and supporting long-term energy savings.
